Force-upgrade checklist: scripted API → Node 22 + Terraform runtime attrs

Local pack for SRE/IaC. Not an APM SaaS. Verify dates on New Relic EOL + Terraform guide.

ENABLED scripted API monitors may still be on Node 16 Terraform config missing runtime_type / legacy values (provider ≥3.51.0 rejects) Scripts may leave open handles / unresolved promises Private-only locations (manual Docker tag, not public auto)
